I agree with Alaskan1983. I love the top part, front/back down to the waist, and I think she is young enough to pull this off and looks great in both outfits, but the bottom half and especially the butt on this design needed more work.

Yes, it would not be reasonable to punish those not aware of what was going on and therefore could do nothing to resolve it. I would not want to see the football program penalized, only the personnel cleaned up and out. It would not be fair to the athletic students and personnel not involved.
